A user experience audit comes back with forty findings, arranged by page. None of them are ranked by cost, because the person who ran the audit had no way to know which ones were costing anything. The team then works top to bottom, which means the button colour gets fixed before the thing that is losing half the visitors on mobile.
There is an order that works better, and it is not about severity. It is about how early in the visit the problem does its damage.
Why does the order matter more than the list?
Because problems that happen earlier in a visit destroy the value of every fix that happens later. A page nobody can load does not benefit from clearer headings. A visitor who left during a layout shift never reached your improved call to action.
So the sequence runs along the visit itself: can the page be reached, does it hold the visitor through the first seconds, can they find the answer, do they trust it, does it look good. Work in that order and each fix compounds. Work in any other order and some of your work is spent on visitors who were already gone.
Sort usability findings by when in the visit they cause harm, not by how bad they look in a slide. The earliest problem in the sequence caps the value of everything downstream of it.
Tier one: can the page be used at all?
These are the ones where a portion of visitors gets nothing. They are rarer than the rest and worth more than all of the rest combined.
- Content that only appears after a script runs, on a site where that script sometimes fails.
- A mobile layout that overflows horizontally, so the reader is dragging the page sideways to finish a sentence.
- Text that requires zooming, or tap targets close enough together that the wrong one is hit.
- Anything that traps keyboard or screen reader users — an unclosable overlay, a menu that cannot be reached without a mouse.
- A cookie or subscription interstitial that covers the content on a phone before it has been read.
Every one of these loses the visit outright for the people it affects. They also tend to be invisible on the desktop machine the team tests on, which is why they survive so long.
Tier two: does the page hold the visitor through the first seconds?
Loading behaviour and visual stability. This is where page experience work belongs, and it belongs second rather than first because a slow page that eventually works still earns something, while a broken one never does.
The measurable version is Core Web Vitals, reported in Search Console from real visits rather than from a lab test on your own connection. Slow response to a first tap, content jumping as an image or ad loads late, a main element that takes seconds to appear — each has the same effect, which is a visitor deciding this is not worth the wait.
Treat these as an experience problem rather than a ranking one. The ranking effect of speed is real but modest; the abandonment effect is not modest at all, and fixing for the second gets you the first as a side effect.
Tier three: can they find the answer they came for?
Structure and navigation. The visitor has loaded the page and stayed; now the question is whether the thing they searched for is visible without hunting.
What to look for, in rough order of frequency:
- The answer is below an introduction. Three paragraphs of context before the thing the heading promised.
- Headings that do not describe content. A heading is a signpost; "Our Approach" points nowhere.
- Comparisons written as prose. If the reader is choosing between options, that is a table.
- No route to the obvious next page. A reader who finished and wants more should not have to use the navigation to guess.
These changes have a second effect worth knowing about: the same structure that lets a reader skim is the structure that lets a search engine extract a passage. You are not doing two jobs.
Tier four: does the page look like it can be trusted?
Now the credibility signals, which are cheap and get skipped constantly. Who wrote this, when was it last checked, does the business have a real address and a real phone number, are there reviews visible without leaving the page.
This is the tier that maps to E-E-A-T, and the reason it sits fourth is that trust problems only cost you a visitor who was otherwise going to convert. That is a smaller group than the ones lost in tiers one and two — but it is the group closest to the money, which is why it outranks anything aesthetic.
Starting with the redesign. A visual refresh moves every tier at once with no way to tell which change did anything, and it usually introduces two new tier-one problems on mobile. Fix the sequence on the current design first; then you have a baseline to redesign against.
Tier five: everything else
Spacing, typographic detail, illustration, animation, the button colour. This work is not worthless — it is what makes a site feel considered, and considered sites get remembered. It simply never belongs ahead of a horizontal scroll on a phone.
The rule for tier five is that it happens when tiers one through four are clear, or when it comes free with work already scheduled.
How do you check the order worked?
Watch behaviour on the affected template rather than site-wide organic search numbers, and compare the template to itself before and after. Tier one and two fixes usually show up within weeks in mobile engagement. Tier three shows up in how far down the page people get. Tier four shows up in conversion, and slowly.
Take your audit and mark every finding with a tier number. If nothing lands in tier one, your fastest wins are in tier three and you can start this afternoon.
